HE Sak Setha Chairs a Meeting to Review 5-Year Strategic Plan for Communication and Information Technology of the Ministry of Interior
Phnom Penh: His Excellency Sak Setha, Permanent Secretary of the Ministry of Interior and Chairman of the Working Group on Digital Government, Information and Communication Technology, Ministry of Interior, on November 23, 2022, chaired a meeting to review and discuss the draft Strategic Communication Technology Plan. And Information of the Ministry of Interior for 5 years with the participation of the Deputy Chairman of the Working Group, the Permanent Vice Chairman and members of the Digital Government Working Group and many other stakeholders.
His Excellency Sak Setha, Permanent Secretary of State, opened the meeting by saying that in accordance with the principles of Samdech Krala Hom Sar Kheng, Deputy Prime Minister and Minister of Interior, the Ministry of Interior has authorized the development of a joint strategy to run the digital government and information technology of the Ministry of Interior.
His Excellency the Permanent Secretary of State also thanked all the digital government working groups for their excellent work on the draft Strategic Plan for the ICT of the Ministry of Interior.
On that occasion, HE Lt. Gen. Hor Sam Ath, Deputy Secretary General and Chairman of the Secretariat of the Digital Government, Information and Communication Technology of the Ministry of Interior, gave a brief report on the process and progress of the preparation of the draft Strategic Plan for Information and Communication Technology of the Ministry of Interior. His Excellency the Secretary of State and the ceremony that the Secretariat Working Group, represented by the relevant General Departments, carried out priority work, which is a roadmap related to technology for the General Department under the Ministry of Interior to implement in accordance with the Royal Government’s Rectangular Strategy within the framework. Digital Digital Economic and Social Policy of Cambodia 2021-2035 and Digital Government of Cambodia Policy 2022-2035 and in accordance with the context of the Industrial Revolution 4.0 in order to effectively implement measurable indicators and time to achieve Success in accordance with the plan set out and help promote the development of the digital sector within the framework of the Ministry of Interior.
His Excellency Lt. Gen. continued that the process of drafting the Strategic Plan for Communication and Information Technology of the Ministry of Interior (MPT) has studied national and international legal documents related to technology, especially technology related policies approved by the Royal Government. Cambodia also met with national and international experts and consultants from the research phase to the completion of the draft strategic plan of the Ministry of Interior 13 times, including international experts, large private companies. , Representative of JICA and Representative of the Ministry of Posts and Telecommunications.
His Excellency Lt. Gen. stated that based on the results of the above work, the Secretariat team achieved the draft Strategic Plan for Communication and Information Technology of the Ministry of Interior for 5 years (2022-2026).
His Excellency Lt. Gen. stated that at the same time, the Secretariat has identified the key strategies of the draft Strategic Plan for Communication and Information Technology of the Ministry of Interior for 5 years (2022-2027), focusing on six main mechanisms, including: 1 -Management of human resources and knowledge dissemination mechanism, 2-Mechanism to build technology infrastructure of the Ministry of Interior (ICT Network Infrastructure), 3-Mechanism of security and cybercrime (Cyber Security and Cybercrime), 4-Mechanism of research, technology development and innovation (ICT) Research, Development and Innovation), 5-Mechanisms to improve the quality of work and public services (national and sub-national level), 6-Mechanism of governance technology (ICT Governance).
Separately, the Director of the Training Office of the Department of Information Technology and the Secretariat of the ICT Working Group of the Ministry of Interior made a detailed presentation on the preparation of the draft Strategic Plan for Information and Communication Technology of the Ministry of Interior that the national policy related to this technology is the vision of The Royal Government of Cambodia is promoting economic growth and promoting social welfare. He added that at the same time, the working group has also laid the foundation for promoting the acceptance and digital revolution in all sectors of society, the public sector, the private sector, the people and the business community, especially promoting all relevant units. On the mechanism of building efficiency, services, technology and innovation.
At the same time, HE Sak Setha, Permanent Secretary of State, instructed all working groups to carefully review the draft Strategic Plan for Communication and Information Technology of the Ministry of Interior for 5 years so that the General Secretariat can continue to prepare these documents and submit them to Samdech Krala Hom. Sar Kheng, Deputy Prime Minister and Minister of Interior, by the end of 2022 to review and decide on a five-year roadmap from 2023 to 2027.
Taking that opportunity, His Excellency the Permanent Secretary of State also emphasized that the word digital government was used everywhere in the recent ASEAN Summit in Cambodia through the statements of the leaders. He continued that from now on, work related to the digital government is a new way of governing, not only for Cambodia, both in the regional and global framework, and also a new revolution in the framework of modern society.
